Division I committees play a central role in advancing NCAA policy, governance and competition. Made up of individuals from the Division I membership — including presidents and chancellors, athletics directors, faculty athletics representatives, student-athletes, coaches and others — these groups address division-specific issues and support the ongoing operation of the division.

In 2025, Division I restructured its committees to empower members to make decisions more efficiently and in the best interest of the division, reinforcing the connection between college athletics and the academy, protecting opportunities for student-athletes and supporting a sustainable future.

Division I Governance Committees:

The Division I Board of Directors is the highest-ranking governing body for the division, with oversight of the Division I budget, select litigation matters and infractions processes.

Committee Proceedings

The Division I Board of Directors Finance Committee assists the Board in overseeing and approving the Division I annual budget, including both championship operations and scholarship funding, and ensuring the fair distribution of Division I revenues. Final authority on all budget matters resides with the full Board of Directors, while NCAA staff manage operational implementation, including year-to-date reallocations and contract commitments.

Key Responsibilities
  • Oversee and approve the Division I annual program budget, including championship operations, per diem, team travel and scholarship or grant allocations.
  • Review and guide the Division I revenue distribution policy each year.
  • Supervise how Division I revenue distribution funds are allocated within the framework of the Association’s 10 year strategic financial plan, as approved by the Board of Governors.

The Division I Board of Directors Infractions Process Committee supports the Board by overseeing and enhancing the infractions adjudication process. It evaluates the performance and structure of the internal and external components of the infractions system and recommends improvements to promote fairness and accountability.

Key Responsibilities
  • Provide the Board of Directors with regular reports, recommendations, analysis and data on infractions processes and related matters.
  • Review the effectiveness of the infractions process, including the internal Committee on Infractions, the Infractions Appeals Committee, and the Independent Accountability Review Process, using internal reports and performance metrics.
  • Identify priority topics for review in consultation with the Board of Directors and the Independent Accountability Oversight Committee.
  • Recommend outside professional or entity assessments of adjudication processes, subject to Board of Directors approval.
  • Support continuous improvement by reviewing staff-led areas such as: educating membership on the infractions process; collaborating with membership groups to promote compliance and ethical decision-making; and monitoring enforcement trends (e.g., recruiting, extra benefits, academic misconduct).

The Division I Academics and Eligibility Committee oversees all elements of athletics and academic eligibility, including final action on routine and noncontroversial matters of general academic and athletics eligibility policy. The scope and breadth of duties of the committee require a subcommittee structure. Most work will be conducted in subcommittees, and the full committee will meet to make final decisions and recommendations.

The Academic Eligibility Subcommittees shape academic eligibility policy and legislation affecting student-athletes, including eligibility, two-year and four-year college transfer rules, progress toward degree and academic integrity. The subcommittee also reviews appeals of academics-related interpretations, decisions and waivers and oversees key academic programs like the Academic Performance Program and degree completion initiatives.

The Athletics Eligibility Subcommittee shape nonacademic eligibility policy and legislation affecting student-athletes, including seasons of competition, awards and benefits unrelated to specified areas, involvement with professional teams, preenrollment athletics eligibility, and agents. The subcommittee also reviews appeals of athletics eligibility interpretations, decisions and waivers.

The Division I Cabinet is a high-level group responsible for the day-to-day decision-making for Division I, with oversight of specified areas, including ethical conduct, academic and athletics eligibility, membership, and championships.

The Division I Committee on Infractions (COI) is an independent body that reviews and adjudicates NCAA infractions cases involving member schools and their staff. The committee is made up of volunteer experts from NCAA schools, conferences and the public, including members with legal training.

Under NCAA bylaws, the COI oversees prehearing procedures, conducts hearings or reviews, determines whether violations occurred, prescribes penalties, and monitors institutions placed on probation. It also hears appeals in certain Level III cases and carries out additional responsibilities as assigned.

  • Conduct hearings and reviews to determine facts and rule on potential violations.
  • Prescribe penalties and conditions for probation when violations are found.
  • Monitor institutions and individuals during probationary periods.

  • Carry out additional duties as authorized by NCAA bylaws.
Membership

In line with NCAA Bylaw 19.3.1, the COI may include: current or former presidents or chancellors, athletic directors, coaches, conference representatives, faculty or staff members, experienced compliance administrators, and legally trained public members who are not affiliated with institutions, conferences, or professional sports and do not represent coaches or athletes.

The Division I Infractions Appeals Committee reviews appeals of determinations made by the Committee on Infractions. Its focus is on the record as originally presented. Appeals are not new hearings and typically do not consider new evidence, except in very limited circumstances.

Key Responsibilities
  • Evaluate appeals related to factual findings, conclusions, violations, case level or classification, core penalties (outside specified ranges) and additional penalties.
  • Consider appeals of underlying violations that support head coach responsibility findings when such arguments were initially presented.
  • Stay (temporarily suspend) penalties during the appeal process if a Notice of Intent to Appeal is filed within 15 calendar days and includes a request to stay specific penalties.
  • Resolve appeals primarily via written record review. Oral arguments are rare and used only when necessary.
  • Apply a rigorous standard of review. Uphold findings and penalties if the original decision is reasonably supported by the record, and overturn only if no reasonable person could have reached the initial outcome.

**The Infractions Appeals Committee cases include one case submitted during the 2022-23 academic year wherein a decision in the case was released during the 2023-24 academic year. It is included in the 2022-23 annual report because it was the last case decided under the prior infractions appeals process and standards. The new infractions appeals process went into effect for all appeals submitted after Jan. 1, 2023.

Violations and Penalties: Three-Year Snapshot

There were no Division I appeals decided in 2024-25. Over the last three years, four of four appealed findings of violations and three of five appealed penalties have been affirmed by the Division I Infractions Appeals Committee.

Infractions Appeals Committee Timeline

The average Infractions Appeals Committee case takes eight months from the time of appeal until a resolution is reached. These time frames represent legislated benchmarks:

Start: Committee on Infractions Decision.

15 Days: Parties declare intent to appeal.

30 Days: Deadline to file written appeal.

30 Days: Committee on Infractions response to written appeal due.

14 Days: Deadline for parties to file rebuttal.

10 Days: NCAA enforcement staff submits materials after rebuttal.

10 Days: Appellant response to enforcement due.

1-2 Months: Oral argument held in front of the Infractions Appeals Committee (if applicable).

6 Weeks: Infractions Appeals Committee releases its decision.

The Division I Student-Athlete Advocacy Committee represents the voice of over 190,000 Division I student-athletes. Each Division I multisport conference has a student-athlete representative.

How to Become a DI SAAC Member
  • Express your interest to your institution.
  • Ask your institution to contact your multisport conference office and nominate you to the national SAAC. Only Division I conferences can submit nominations.
  • Selected SAAC representatives serve up to two terms of two years, plus the option to continue one year beyond their athletic eligibility.
Congratulations to the University of North Florida, winners of the 2025-26 Division I National SAAC Video Contest.

Winning Prize: An award of $1,000 was provided to the institution to support campus SAAC operations and activities. The winning video will also be highlighted at Division I championships!

The 2026-27 DI National SAAC Video Contest details and submission deadline have yet to be announced. Stay tuned for more information regarding next year’s theme.

Division I Working Group:

The Governance and Member Services Academic, Education, and Engagement Working Group is responsible for reviewing applications and selecting recipients for the Accelerating Academic Success Program single year grant. Additionally, this committee oversees and conducts both midyear and end-of-year grant renewal meetings with representatives from each of the AASP funded schools.
