Presidents, athletics directors, administrators and coaches make up the committees that determine whether those rules have been violated and, if so, the appropriate penalties.

NCAA membership created the infractions process to ensure fair play and integrity among NCAA schools. Resolving a case of alleged violations includes distinct phases of fact gathering, review and appeal.

The mission of the enforcement department is to uphold integrity and fair play among member schools; ensure that compliant schools and student-athletes are not disadvantaged by their compliance and provide fair procedures and timely resolution of cases. Enforcement is one component of a broader infractions process for handling potential violations of NCAA rules.

How the Process Works

The infractions process is made up of three stages that work together to produce fair and timely outcomes.

Enforcement

In instances where rules enacted by the NCAA membership were potentially violated, the enforcement staff conducts collaborative investigations with schools to determine whether violations occurred. Depending on the level of those violations, the enforcement staff either processes the violation itself as a Level III/secondary violation or submits the case to the Division I Committee on Infractions for Level I/II violations.

Division I Committee on Infractions

The Division I Committee on Infractions is made up of volunteers from NCAA member institutions and conferences, as well as individuals from the public with legal training. The committee is charged with finding facts, concluding violations, prescribing appropriate penalties and monitoring institutions on probation for cases involving Level I/Level II violations.

Division I Infractions Appeals Committee

The Division I Infractions Appeals Committee is also made up of volunteers from NCAA member institutions and conferences, as well as individuals from the public with legal training. The committee reviews appeals from institutions and involved individuals of conclusions and penalty decisions by the Committee on Infractions.
