  • Previously served on the NCAA Division I Infractions Appeals Committee and the Division I Leadership Council.
  • Has been a practicing attorney since 1991. 
  • A graduate of Slippery Rock with a master's degree from Purdue, a Ph.D. from Ohio State and J.D. from Northern Kentucky.
  • Term 1 of 3 expires August 2025.
Rich Ensor

Rich Ensor
Former Commissioner of the Metro Atlantic Athletic Conference

  • Served as MAAC commissioner from 1988 to 2023.
  • Past member of the NCAA Division I Women’s Basketball Committee and past president of the Collegiate Commissioners Association.
  • Serves on the boards of the Sports Lawyers Association, the Women’s Basketball Hall of Fame, WBCA, Philadelphia Sports Congress and NACDA’s IAAA ADs.
  • Served multiple terms on the NCAA Division I Council and served as chair of the Women’s Basketball Oversight Committee.

  • Responsible for the oversite of all daily athletics compliance operations and rules education efforts and serves as lead investigator on all rules violations investigations and reporting.
  • Previously worked as associate general counsel in Oklahoma’s legal department.
  • Earned undergraduate and law degrees from Oklahoma.

  • Elected a fellow of the American College of Trial Lawyers.

Kay Norton

Kay Norton
President Emerita of Northern Colorado; Chair of the Committee on Infractions

  • Served as founding chair of the NCAA Division I Presidential Forum, serving as the Big Sky Athletic Conference representative to the Forum and to its predecessor organization, the Presidential Advisory Group. 
  • Shepherded Northern Colorado through its transition from Division II to Division I and membership in the Big Sky. 
  • Served as a Northern Colorado board member and then as general counsel.
  • Practiced law for 22 years, primarily in an inhouse corporate counsel role. 
  • Graduate of Wellesley and of the Denver College of Law.
  • Term 2 of 3 will expire August 2024.

  • Served a 10-year term as a gubernatorially appointed Regent at Eastern Michigan.
  • Served a 10-year term as Alumni Student-Athlete Representative on Michigan’s Board in Control of Intercollegiate Athletics.
