The Division I Council tabled most pending legislation for the 2021-22 legislative cycle and the modernization legislative track at its meeting Wednesday.
The Council did adopt one noncontroversial legislative proposal in football due to the immediate impact to summer athletic activity before the Council meets again in May. Two of the permissible eight hours per week of summer athletic activity can now be used for noncontact skill instruction in football. A football is the only piece of equipment that may be used during the noncontact skill instruction and no protective equipment may be worn.
Members approved the recommendation from the Division I Legislative Committee to table the other pending legislation based on the current work of the NCAA Division I Transformation Committee and Division I Legislative Committee Modernization of the Rules Subcommittee.
The Council tasked the Legislative Committee with reviewing the tabled proposals and recommending certain proposals for the Council to consider at its May and June meetings that do not conflict with topics being discussed by the Transformation Committee.
"We reached consensus that we shouldn't move forward on legislation that may not be implemented or may be effective for a limited time due to work being done in the Transformation Committee," said Shane Lyons, athletics director at West Virginia and chair of the Council. "We will review the legislative slate and move forward with voting on certain proposals at our upcoming meetings."
Other business
The Council introduced legislation into the 2022-23 legislative cycle recommended by the Committee on Academics to remove the standardized test score requirement from initial-eligibility requirements. This legislation will be voted on at the Council's meeting in January 2023.
The group also established a moratorium for the 2022-23 legislative cycle on conference-sponsored legislative proposals as the Transformation Committee continues to develop recommendations related to issues that continue to challenge the division.
The Council also received updates from the Transformation Committee and the Division I Council Working Group on Name, Image and Likeness.
