DIII Presidents Council votes for Constitution Advisory Council to continue work

Group also reviews legislative proposals ahead of Saturday business session

At its meeting Thursday during the 2022 NCAA Convention in Indianapolis, the Division III Presidents Council voted to have the Constitution Advisory Council continue its work.

The Constitution Advisory Council will manage the review of Division III bylaws and policies as the Association moves forward under a new constitution. The Presidents Council agreed to engage the Administrative Committee to review and make changes to the Advisory Council's composition to represent the membership.

"This is a historic NCAA Convention in many ways, and supporting student-athletes has remained our focus throughout the entire process," said Fayneese Miller, chair of the Presidents Council and president of Hamline. "We believe Division III is now in a better position to move forward with the new constitution and to assist members as they work to improve the student-athlete experience."

The Presidents Council also reviewed the legislative proposals on this year's slate. After substantial discussion, it supported referring Proposal 3, which would allow student-athletes to participate in a full season of practice without using a season of competition if the athlete does not compete in any games, to a committee for additional review and analysis to better understand the potential impact. 

The division's delegates will vote on nine proposals at Saturday's business session.

Health and safety

Dr. Brian Hainline, the NCAA's chief medical officer, met with the Presidents Council and updated members on the recent Board of Governors decision to revise NCAA rules on transgender athletes. Hainline also provided an update on winter COVID-19 resocialization guidelines.

Other business

The Presidents Council also heard reports on the division's budget, an NCAA office of legal affairs update and the actions taken Wednesday by the Management Council.
