What is a Recruiting or Scouting Service?

A recruiting or scouting service includes any individual, organization or entity that primarily provides information about prospective student-athletes. NCAA Division I football and basketball programs may only subscribe to services by ECAG.

NCAA Recruiting/Scouting Services Approval Process

Accessing Recruiting/Scouting Service Portal

Login or register with the Recruiting/Scouting Service Portal (RSSP)

Submit an Application & ECAG Review

Services must provide a sample of the product or report subscribers receive. Web-based services must also provide login credentials for review. ECAG reviews submitted materials and may request additional information through RSSP. Services have 10 days to respond to requests for additional information.

Annual Approval and Monitoring

Approved services must reapply annually and notify ECAG within 10 days of significant changes to their service or product offerings. All approved applications expire on May 31 each year.

Ongoing Reporting Requirements

Approved services must submit supporting documentation throughout the year, including subscriber lists, invoices and sample reports or updated data.

Review Membership Responsibilities

Division I institutions subscribing to approved services share responsibility for monitoring compliance, fee structures, required reporting and approved service content.

The recruiting/scouting service approval process provides operators who agree to operate their services in accordance with applicable NCAA legislation and ECAG requirements the opportunity to receive NCAA approval for NCAA Division I coaches to purchase the service as a resource for the recruiting process in the sports of basketball and football.

Membership Responsibilities

Division I institutions that subscribe to NCAA-approved recruiting or scouting services are expected to independently evaluate and monitor services for ongoing NCAA compliance.
