Association-Wide Committees

Association-wide committees bring together representatives from all three divisions to address issues that impact the NCAA as a whole. Each division also maintains its own committee structure to focus on division-specific priorities and governance.

The Board of Governors provides strategic leadership on association-wide issues that impact all three NCAA divisions. The board works to ensure that each division aligns with and upholds the Association’s core values, fundamental policies and guiding principles while addressing matters that affect college sports as a whole.

Proceedings

The NCAA Committee on Access, Opportunity and Impact provides leadership and guidance on strategic initiatives, programming and opportunities that support the entire student-athlete community. The association-wide committee was formed through the consolidation of several previous committees to better reflect and serve the diverse backgrounds and experiences across the NCAA.

Former Committees 

Board of Governors Committee to Promote Cultural Diversity and Equity 

The Committee to Promote Cultural Diversity and Equity was established to review, endorse and make recommendations regarding diversity and inclusion matters that impact the Association. 

Committee on Women's Athletics

The Committee on Women's Athletics was established to provide leadership and assistance to the Association in its efforts to provide equitable opportunities, fair treatment and respect for all women in all aspects of intercollegiate athletics.  

Gender Equity Task Force

The Gender Equity Task Force existed in the early 1990s and was reformed in 2014 to advance gender equity across the Association. 

Minority Opportunities and Interests Committee

The Minority Opportunities and Interests Committee championed the causes of ethnic minorities by fostering an inclusive environment, thereby creating a culture that promotes fair and equitable access to opportunities and resources. 

The NCAA Committee on Competitive Safeguards and Medical Aspects of Sports (CSMAS) provides expertise and leadership to promote a safe and healthy environment for student-athletes through research, education, collaboration and policy development. The association-wide committee includes athletics administrators, coaches, sports medicine staff, researchers, faculty and student-athletes.

The Awards Committee reviews nominations and selects recipients for several NCAA honors, including the Theodore Roosevelt Award, Silver Anniversary Awards, Impact Awards, Inspiration Award, Award of Valor, Pat Summitt Award and Gerald R. Ford Award. The committee meets by conference call in June to select recipients for all awards except the NCAA Impact Awards, meets again in September to select Impact Award recipients, and meets in conjunction with NCAA Awards in January at the NCAA Convention.

Composition

The committee is composed of nine members:

  • Three Division I representatives, including one from each subdivision.
  • One Division II Management Council representative.
  • One Division III Management Council representative.
  • One current or former chancellor or president from an NCAA institution.
  • Three nationally distinguished citizens, including one former recipient.

The Postgraduate Scholarship Committee administers the NCAA Postgraduate Scholarship Program, which promotes and encourages postgraduate education by recognizing student-athletes who have distinguished themselves academically and athletically through participation in NCAA championship and emerging sports.

The Walter Byers Scholarship Committee administers the Walter Byers Postgraduate Scholarship Program, which recognizes outstanding student-athletes for academic achievement, leadership and potential for success in postgraduate study. Each year, one male and one female student-athlete are selected for this prestigious award.

Division I and Division II Common Committees

The International Student Records Committee provides knowledge and expertise on international educational systems to support the development of supplemental initial-eligibility policies and procedures that complement NCAA Divisions I and II bylaws. The committee is composed of international academic experts from NCAA member institutions representing both divisions.

Division II and Division III Common Committees

The Division II and III Playing Rules Oversight Panel reviews playing rules proposals, with a focus on student-athlete safety, financial impact and the image of the game. The panel also reviews playing rules issues, including implementation of rules proposed by playing rules committees.
