Division I Legislative Relief Waivers
The NCAA Division I Cabinet has authority for legislative relief waivers for NCAA Division I sports that do not have an oversight committee (e.g., sports without NCAA championship such as national collegiate, emerging sports) as well as requests involving the following bylaws: institutional control (Bylaw 8), ethical conduct (Bylaw 10), financial aid (Bylaw 15), awards and benefits (Bylaw 16), and governance structure and committees (Bylaw 21).
The sports oversight committees authority extends to legislative relief waivers of conduct of athletics personnel (Bylaw 11), recruiting (Bylaw 13), playing and practice seasons (Bylaw 17) and processes and procedures related to the administration of the regular seasons and championships (Bylaw 31).
The NCAA Division I Academic and Eligibility Committee was developed to establish a single committee responsible for matters governing eligibility. The NCAA Division I Academic Eligibility Subcommittee has authority for legislative relief waivers related to academic eligibility (Bylaw 14). The Athletics Eligibility Subcommittee generally has authority for legislative relief waivers related to athletics eligibility (Bylaw 12). Authority includes review of individual waivers as well as the ability to issue blanket waivers.
NCAA Divisions II and Division III (sub)Committees for Legislative Relief Waiver
The NCAA Division II Legislative Relief Committee (LRC) and the NCAA Division III Management Council Subcommittee for Legislative Relief were created in 1993 as a response to the membership’s desire for more rules flexibility. These waiver groups were originally established as subcommittees of the NCAA Divisions II and III Management Councils to review the application of NCAA legislation in cases where the circumstances are extraordinary in nature (, Division II Bylaw 9.4.1.7 and Division III Bylaw 5.4.1.7).
Legislative relief voice mail
If you are from a member institution or conference and have specific questions regarding the legislative relief process, a potential legislative relief waiver and/or a specific waiver you are filing call the legislative relief voice mail at 317-917-6144 for Division I and 317-917-6003 for Division II or III and leave a message as to the nature of your question. A legislative relief staff member will return your call as soon as possible. Please note this line is for member institutions/conferences only. Urgent phone waivers
If you are from a member institution or conference and have an urgent waiver request involving immediate unforeseen circumstances, it is possible that relief may be provided over the telephone. Please call the legislative relief voice mail at 317-917-6144 for Division I and 317-917-6003 for Division II or III. The voice mail is checked repeatedly throughout the day from 9 a.m. to 4:30 p.m. Eastern time Monday through Friday. Please note this line is for member institutions/conferences only. Requests/Self-Reports Online (RSRO): legislative relief waiver submission process
NCAA member institutions, conferences and committees/subcommittees may apply for a legislative relief waiver when no other committee/subcommittee has the authority to waive specific NCAA legislation for extenuating/extraordinary circumstances.
Instructions to submit an application for a legislative relief waiver through Requests/Self-Reports Online.
1. On the menu bar above, click on the My Apps link.
2. Login to the NCAA Applications Authentication Service using your NCAA.org credentials.
3. In the My Applications tab, click on Requests/Self-Reports Online*.
4. Click on the Requests or Self-Report tab.
5. Select from the drop-down menu to begin a request.
