2026 NCAA Convention Division III Publication of Proposed Legislation, Amendments-to-Amendments and Resolutions

The 2026 NCAA Convention Division III Publication of Proposed Legislation will be available through the NCAA website at www.ncaa.org not later than October 1. The POPL contains the proposed amendments to NCAA Division III legislation that were properly submitted in accordance with the September 15 deadline in the NCAA legislative calendar.

The POPL is not mailed to Division III institutions. The POPL is produced directly from the Legislative Services Database for the Internet (LSDBi) each time it is downloaded. Therefore, the content of the publication may change each time it is accessed from the NCAA webpage. As modifications or corrections are made to proposals during the amendment-to-amendment period, updates will be made to LSDBi and those changes will be reflected in the POPL.

No new proposals may be submitted by the Division III membership for the 2026 NCAA Convention inasmuch as the September 15 deadline has passed. Member institutions and conferences, as well as the NCAA Division III Management Council or Presidents Council, now have until November 1 to submit amendments to the proposals. (See "Procedures for Sponsoring Amendment-to-Amendment.")

In addition, member institutions and conferences, as well as the Management and Presidents Councils, now have until November 1 to submit resolutions. (See "Sponsoring Resolutions Procedures"). These amendments-to-amendments and resolutions, if sponsored properly, will be considered at the 2026 Convention to be held January 13-16, 2026.

Members are reminded of the amendment-to-amendment and resolution procedures set forth in Bylaw 9.3 of the NCAA Division III Manual. In particular, please note that the deadline for the submission of amendments-to-amendments and resolutions is 5 p.m. Eastern time, November 1.

As a service to the membership, the NCAA staff and the NCAA Division III Interpretations and Legislation Committee may edit amendments-to-amendments and resolutions for clarity and will communicate with legislative sponsors, as necessary.

Any questions regarding legislative procedures, the amendment-to-amendment or the resolution processes should be referred to Corey Berg (cberg@ncaa.org) or Jeff Myers (jmyers@ncaa.org).
