Division II Operating Plan

Division II is guided by a long-term strategic vision that reflects its unique identity — one that prioritizes academic achievement, inclusive experiences, and community engagement for student-athletes.

The current operating plan, set to run from 2026 to 2032, is informed by years of strategic planning, member feedback, and data analysis. This page outlines that history and provides access to key documents that support the division’s priorities and future direction.

How We got Here

In 2015, Division II adopted a six-year strategic plan focused on student-athlete development, academic balance, and community engagement. A midterm assessment in 2018, supported by insights from the Division II Census Highlights, reaffirmed the plan’s mission and values. The plan was extended through 2023 to align with ongoing NCAA initiatives.

In the lead-up to a new operating cycle, the division identified its current strategic priorities and developed a budget overview to ensure that resources align with its goals.

Following the adoption of a new NCAA Constitution in 2022, Division II began work on a new operating plan. Guided by the Division II Implementation Committee and informed by membership feedback, the new plan is expected to be approved in October 2025 and launched at the 2026 NCAA Convention, extending through 2032.

2025 Division II Survey Results

Division II has conducted several versions of a membership-wide survey as a way of obtaining input on the programs and services being provided, and on what initiatives should steer the division’s future direction. The 2013 and 2018 surveys not only helped inform the division’s strategic plans, but they also reiterated core values within the membership and, accordingly, helped shape policy and legislation to support those values in key operational areas.

To ensure the operating plan reflects current needs, Division II conducted a comprehensive membership survey in 2025. The survey was sent to all current member institutions and those in the membership process (excluding schools reclassifying to other divisions). It garnered 2,234 responses — including a 76% response rate from athletics directors — and included targeted questions for athletic director and athletic trainers. The feedback played a key role in shaping the priorities for the 2026–2032 operating plan.

The survey was the final phase of information gathering to receive membership input as the division finalized the 2026-32 operating plan.
