Division II Amendment Procedures for the 2026 NCAA Convention

A summary of the procedures and deadlines for submitting amendments for consideration at the 2026 NCAA Convention to be held January 14-17, 2026, in Washington, D.C. is provided below. Please review the amendment procedures set forth in NCAA Division II Bylaw 9.3 of the 2024-25 NCAA Division II Manual. In particular, please note that the deadline for submission of amendments sponsored by the membership is not later than 5 p.m. Eastern time July 15.

As a reminder, the minimum number of active institutions required to sponsor an amendment not sponsored by the NCAA Division II Management Council or Executive Board is 15. Two conferences on behalf of 15 of their active member institutions may also sponsor an amendment. In addition, pursuant to Division II Bylaw 9.3.12, the effective date of the proposed legislation shall be August 1, 2026, immediate or an alternate date. Any legislation that has an immediate or alternate effective date must include in the statement of rationale why such an effective date is necessary.

The attachment describes the procedures related to the electronic submission of proposed legislation. Please pay special attention to the directions for submitting proposals through the website at www.ncaa.org. Legislative amendments must be submitted electronically on LSDBi.
