DI Board determines process for appointing new Board of Governors members

Board also suspends APR penalties an additional year

The Division I Board of Directors determined how the four divisional members of the NCAA Board of Governors will be appointed at its virtual meeting Wednesday.

Members determined that the Division I board chair automatically will serve on the Board of Governors. Additionally, members will ask for a slate of three Division I commissioners from the Conference Commissioners Association to fill the one commissioner slot.

Board members recommended that the remaining two positions be filled by presidents or chancellors, keeping in mind that the Division I Council chair serves as an ex-officio member. The Division I Board of Directors Administrative Committee will make a final recommendation on nominees.

Academic Performance Program

Academic Performance Program penalties and loss of access to the postseason because of low Academic Progress Rates will be suspended an additional year, the board determined.

The board first suspended penalties and loss of postseason in October 2020 due to the potential impact of the COVID-19 pandemic and the ongoing review of the Academic Performance Program. In addition to penalty suspension, the public recognition of high-performing teams also will not occur in 2023. The data will be publicly released.

Data collection will continue, and single-year APRs will be used to determine eligibility for the academic unit financial distribution. The Graduation Success Rate, typically released in the fall, will continue to be publicly announced as well. The suspension of penalties will allow the Division I Committee on Academics to continue its review of the metric.

The board also indicated early support for legislation that would eliminate the standardized test score from initial eligibility requirements for Division I student-athletes. The Committee on Academics supported that change on a recommendation from a special task force that studied the issue.

Transformation Committee

The board also discussed the work of the Transformation Committee with co-chair Julie Cromer, athletics director at Ohio University.  Board members agreed that proposals developed by the Transformation Committee will be managed through the Division I Council's legislative processes (which include board oversight), including recommendations by the Transformation Committee to use the modernization track for legislation for particular concepts.

Members also provided feedback on some of the concepts the committee is considering, including membership requirements and structure.
