Division I Committees

Division I committees address Division I-specific items, perform duties necessary to the ongoing operation of the division and comprise individuals from the Division I membership, such as presidents and chancellors, athletics directors, faculty athletics representatives, student-athletes, coaches and others.

In 2025, Division I restructured to empower committees and committee members to focus on decisions that are best for the division in an efficient and timely manner. The revised committees aim to reinforce the tie between college athletics and the academy, protect athletics opportunities and provide a sustainable environment for the division.    

Effective September 1, 2025, the Division I Council and Division I Legislative Committee was subsumed by the Division I Administrative Committee. The Division I Strategic Vision and Planning Committee was subsumed by the Division I Membership Committee. Division I Governance Committees

The Division I Board of Directors is the highest-ranking governing body for the division, with oversight of the Division I budget, select litigation matters and infractions processes.

Committee Proceedings

The Division I Board of Directors Finance Committee assists the Board in overseeing and approving the Division I annual budget, including both championship operations and scholarship funding, and ensuring the fair distribution of Division I revenues. Final authority on all budget matters resides with the full Board of Directors, while NCAA staff manage operational implementation, including year-to-date reallocations and contract commitments.

Key Responsibilities

  • Oversee and approve the Division I annual program budget, including championship operations, per diem, team travel and scholarship or grant allocations.
  • Review and guide the Division I revenue distribution policy each year.
  • Supervise how Division I revenue distribution funds are allocated within the framework of the Association’s 10 year strategic financial plan, as approved by the Board of Governors.

The Division I Board of Directors Infractions Process Committee supports the Board by overseeing and enhancing the infractions adjudication process. It evaluates the performance and structure of the internal and external components of the infractions system and recommends improvements to promote fairness and accountability.

Key Responsibilities

  • Provide the Board of Directors with regular reports, recommendations, analysis and data on infractions processes and related matters.
  • Review the effectiveness of the infractions process, including the internal Committee on Infractions, the Infractions Appeals Committee, and the Independent Accountability Review Process, using internal reports and performance metrics.
  • Identify priority topics for review in consultation with the Board of Directors and the Independent Accountability Oversight Committee.
  • Recommend outside professional or entity assessments of adjudication processes, subject to Board of Directors approval.
  • Support continuous improvement by reviewing staff-led areas such as: educating membership on the infractions process; collaborating with membership groups to promote compliance and ethical decision-making; and monitoring enforcement trends (e.g., recruiting, extra benefits, academic misconduct).

Effective Nov. 1, 2025, the Division I Academics and Eligibility Committee will oversee all elements of athletics and academic eligibility, including final action on routine and noncontroversial matters of general academic and athletics eligibility policy. The scope and breadth of duties of the committee require a subcommittee structure. Most work will be conducted in subcommittees, and the full committee will meet to make final decisions and recommendations.

The Academic Eligibility Subcommittee will shape academic eligibility policy and legislation affecting student-athletes, including eligibility, two-year and four-year college transfer rules, progress toward degree and academic integrity. The subcommittee also reviews appeals of academics-related interpretations, decisions and waivers and oversees key academic programs like the Academic Performance Program and degree completion initiatives.

The Athletics Eligibility Subcommittee will shape nonacademic eligibility policy and legislation affecting student-athletes, including seasons of competition, awards and benefits unrelated to specified areas, involvement with professional teams, preenrollment athletics eligibility, and agents. The subcommittee also reviews appeals of athletics eligibility interpretations, decisions and waivers.

The Division I Administrative Committee is a high-level group responsible for the day-to-day decision-making for Division I, with oversight of specified areas, including ethical conduct, academic and athletics eligibility, membership, and championships.

The Division I Committee on Academics supports the primacy of the Association’s academic mission through the management of Division I academics matters, including policy, eligibility standards, and the NCAA Division I Academic Performance Program (APP).  The Committee on Academics is chaired by a Division I president and consists of university presidents, a provost, faculty athletics representatives, directors of athletics, senior woman administrators, conference administrators and a student-athlete.  The Committee on Academics subsumes the roles served by the Committee on Academic Performance and the Academic Cabinet in former Division I structure.

The Division I Committee on Infractions (COI) is an independent body that reviews and adjudicates NCAA infractions cases involving member schools and their staff. The committee is made up of volunteer experts from NCAA schools, conferences and the public, including members with legal training.

Under NCAA bylaws, the COI oversees prehearing procedures, conducts hearings or reviews, determines whether violations occurred, prescribes penalties, and monitors institutions placed on probation. It also hears appeals in certain Level III cases and carries out additional responsibilities as assigned.

  • Manage prehearing procedures for infractions cases.
  • Conduct hearings and reviews to determine facts and rule on potential violations.
  • Prescribe penalties and conditions for probation when violations are found.
  • Monitor institutions and individuals during probationary periods.
  • Hear appeals in Level III cases.
  • Carry out additional duties as authorized by NCAA bylaws.

Membership

In line with NCAA Bylaw 19.3.1, the COI may include: current or former presidents or chancellors, athletic directors, coaches, conference representatives, faculty or staff members, experienced compliance administrators, and legally trained public members who are not affiliated with institutions, conferences, or professional sports and do not represent coaches or athletes.

Resources

The Division I Infractions Appeals Committee reviews appeals of determinations made by the Committee on Infractions. Its focus is on the record as originally presented. Appeals are not new hearings and typically do not consider new evidence, except in very limited circumstances.

Key Responsibilities

  • Evaluate appeals related to factual findings, conclusions, violations, case level or classification, core penalties (outside specified ranges) and additional penalties.
  • Consider appeals of underlying violations that support head coach responsibility findings when such arguments were initially presented.
  • Stay (temporarily suspend) penalties during the appeal process if a Notice of Intent to Appeal is filed within 15 calendar days and includes a request to stay specific penalties.
  • Resolve appeals primarily via written record review. Oral arguments are rare and used only when necessary.
  • Apply a rigorous standard of review. Uphold findings and penalties if the original decision is reasonably supported by the record, and overturn only if no reasonable person could have reached the initial outcome.

Division I Infractions Appeals Committee Total Cases by Year

**The Infractions Appeals Committee cases include one case submitted during the 2022-23 academic year wherein a decision in the case was released during the 2023-24 academic year. It is included in the 2022-23 annual report because it was the last case decided under the prior infractions appeals process and standards. The new infractions appeals process went into effect for all appeals submitted after Jan. 1, 2023.

Over the last three years, eight of eight appealed findings of violations and 10 of 13 appealed penalties have been affirmed by the Division I Infractions Appeals Committee.

* These numbers include two cases. One case is from the new infractions appeals process and standards, and one case is from the previous infractions appeals process and standards. The new infractions appeals process went into effect for all appeals submitted after Jan. 1, 2023.

Infractions Appeals Committee Timeline

The average Infractions Appeals Committee case takes eight months from the time of appeal until a resolution is reached. These time frames represent legislated benchmarks:

Start: Committee on Infractions Decision.

15 Days: Parties declare intent to appeal.

30 Days: Deadline to file written appeal.

30 Days: Committee on Infractions response to written appeal due.

14 Days: Deadline for parties to file rebuttal.

10 Days: NCAA enforcement staff submits materials after rebuttal.

10 Days: Appellant response to enforcement due.

1-2 Months: Oral argument held in front of the Infractions Appeals Committee (if applicable).

6 Weeks: Infractions Appeals Committee releases its decision.

The Division I Student-Athlete Advisory Committee represents the voice of over 190,000 Division I student-athletes. Each Division I multisport conference has a student-athlete representative.

How to Become a DI SAAC Member

  • Express your interest to your institution.
  • Ask your institution to contact your multisport conference office and nominate you to the national SAAC. Only Division I conferences can submit nominations. Conferences must submit three nominees to promote gender, ethnic, and sport diversity.
  • The NCAA accepts nominations in March, with a conference submission deadline in May. Final selections are made in July.
  • Selected SAAC representatives serve up to two terms of two years, plus the option to continue one year beyond their athletic eligibility.

Division I Sport Oversight Committees

Each Division I championship sport has its own oversight committee and authority to adopt legislation related to the sport in the following areas: conduct of athletics personnel (NCAA Bylaw 11), recruiting (Bylaw 13), playing and practice seasons (Bylaw 17), processes and procedures related to the administration of the regular season and championship (Bylaw 31), and sportsmanship and other ethical behaviors. Legislation adopted in the specified areas is not considered final and effective until the conclusion of the specified Division I Administrative Committee meeting.

The Division I Football Bowl Subdivision Oversight Committee oversees the administration and governance of FBS football. It works with conferences and schools to ensure rules, policies and championships are fair and consistent across the subdivision. The group focuses on enhancing the student-athlete experience, monitoring health and safety, and addressing issues unique to FBS football.

The Division I Football Championship Subdivision Oversight Committee manages the overall structure and oversight of FCS football. It provides guidance on championship administration, playing rules, and policies affecting FCS programs and student-athletes. The group also evaluates health, safety, and competitive issues while ensuring the subdivision’s needs are represented within the larger Division I governance structure.

The Men’s Basketball Oversight Committee will ensure that appropriate oversight of men’s basketball is maintained, will enhance the development and public perception of the sport and make recommendations related to regular-season and postseason men’s basketball. The committee will prioritize enhancement of the student-athlete educational experience (academically and athletically), and in doing so, promote student-athletes’ personal growth and leadership development.

The committee will review recommendations from the NCAA Division I Men’s Basketball Committee and process other issues related to the administration of the championship. The committee will assume many of the duties of the former NCAA Division I Men’s Basketball Issues Committee and will provide direction to the NCAA Division I Men’s Basketball Rules Committee regarding playing rules. The committee will be comprised of representatives from each divisional subgroup.

Division I Task Forces and Working Groups

The role of the Division I Men's Basketball Ethics Coalition is to promote ethical conduct among NCAA Division I men's basketball coaches through education, leadership and mentoring.

Key Responsibilities

  • Identifying ethical issues facing Division I men's basketball coaches and providing general guidance to coaches on possible ways to deal with those issues through educational and reference materials.
  • Providing leadership by “walking the walk and talking the talk” with regards to ethical conduct. The Coalition will be vocal in addressing ethical issues and affirmatively seeking to build a coalition of coaches committed to ethical behavior.
  • Acting as quasi-mentors and resources to other coaches on ethical issues and concerns. Coalition members are available to consult with other coaches on ways to resolve ethical problems.

The NCAA Division Council adopted the recommended transfer eligibility resolution (NCAA Proposal No. R-2020-6) during its May 20, 2020, meeting. The resolution states that the Council will work with key stakeholders to develop a comprehensive legislative and policy package regarding transfer eligibility for adoption not later than January 2021 and effective not later than for eligibility to compete during the 2021-22 academic year. The resolution also articulates a framework to achieve a uniform and equitable approach to transfer eligibility, while acknowledging ancillary items that may need adjustment with such changes.

The NCAA Division I Working Group on Transfers is charged to fulfill the parameters of Proposal No. R-2020-6 – Transfer Eligibility Resolution. The working group will collaborate with the respective governance and sport oversight committees to develop a comprehensive legislative package. A legislative concept will be recommended to the Council in August 2020 with an opportunity for membership feedback and modification as appropriate prior to November 2020. The proposal will be voted on by the Council in the January 2021.
