2024 NCAA Convention Division II Educational Resources, Amendments-to-Amendments and Resolutions

With the adoption of NCAA Division II Proposal No. 2023-3 (legislative process -- amendment process -- notification to membership -- elimination of initial publication and second publication -- timing of official notice), the Division II Initial Publication of Proposed Legislation (IPOPL) and Division II Second Publication of Proposed Legislation (SPOPL) will no longer be released. The 2024 NCAA Convention Division II Educational Resources, which includes a legislative grid and voiceover video will be available through the NCAA website at www.ncaa.org by September 23. The legislative grid contains all proposed amendments to NCAA Division II legislation that were properly submitted in accordance with the July 15 and September 1 deadlines in the NCAA legislative calendar.

No new proposals may be submitted by the Division II membership for the 2024 NCAA Convention as the July 15 and September 1 deadlines have passed.  Member institutions and conferences, as well as the NCAA Division II Presidents Council and NCAA Board of Governors, now have until November 1 to submit amendments to these proposals. In addition, member institutions and conferences, as well as the Presidents Council and the Board of Governors, now have until November 1 to submit a resolution. (See document entitled "Procedures for Sponsoring Resolutions.") These amendments-to-amendments and resolutions, if sponsored properly, will be considered at the 2024 Convention to be held January 10-13 in Phoenix.

Members are reminded of the amendment-to-amendment and resolution procedures set forth in NCAA Division II Bylaw 9 (legislative process) of the 2023-24 NCAA Division II Manual.  In particular, please note that the deadline for the submission of amendments-to-amendments and resolutions is 5 p.m. Eastern time November 1.

As a service to the membership, the NCAA staff and the NCAA Division II Legislation Committee may edit amendments-to-amendments and resolutions for clarity and will communicate with legislative sponsors as necessary.
