Diversity, Equity and Inclusion Review Framework

This sample framework shares a suggested structure and questions to ask in a thorough, collaborative and proactive diversity, equity and inclusion review process. It was created at the request of the NCAA membership for optional use and reflects the priorities expressed in the NCAA Board of Governors inclusion statement (equitable participation, inclusive cultures, the learning environment, programming and education, and hiring practices). The framework includes questions for a broad-based campus team to ask or information to consider and prompts schools to remedy self-identified shortfalls through a series of suggested action items. 

How does this framework support the Division I requirement to conduct once-in-four-year DEI reviews?

The responsibility of each Division I member school to conduct a DEI review every four years is outlined in NCAA Bylaws 20.2.4.3 (institutions). The deadline for schools to complete their initial review is Nov. 3, 2023. The confirmation must be affirmed by the school’s president and athletics director, which will be completed through the NCAA Learning Portal. More information about the attestation process for this legislation will be provided in November. Questions and comments about the DEI Review Framework can be submitted to inclusion@ncaa.org.

This review is not subject to formal NCAA assessment or approval, and it is not required that a member use any specific format to complete a review. The DEI Review Framework offers a sample format that schools can use to conduct a meaningful DEI review, adjusting it to best serve the individual campus. 

How should Division II and III schools use this resource?

Although Division II and III schools do not have a legislated requirement for conducting DEI reviews, they are welcome to use this resource.  The resource is intended to support all NCAA schools’ efforts to foster inclusive environments and cultures of belonging.  While the NCAA recognizes that the substance of each review will vary by division, school, conference, public/private and other affiliations, region and state, the goal is that schools will discover and put in place pathways for student-athletes and staff to reach their full potentials.  

Is there a separate resource for conferences?

Yes. Division I conference offices are required to attest to completing their first reviews by Nov. 1, 2024.

Should gender equity/Title IX be part of the DEI review?

Yes. 

Are there resources in addition to the NCAA DEI Review Framework that would be helpful to schools?

 In February 2023, the Office for Civil Rights released three new resources to support equal opportunity in athletic programs consistent with Title IX of the Education Amendments of 1972. One of those resources focuses on equity in college sports:  Title IX and Athletic Opportunities in Colleges and Universities A Resource for Students, Coaches, Athletic Directors, and School Communities (PDF) (ed.gov)

How does the legislated Division I DEI review align with the new NCAA Constitution (2022)?

Principles F. “Diversity, Equity and Inclusion” and G. “Gender Equity” of the membership-approved NCAA Constitution align with the Division I DEI review.
