Access the Basketball Certification Online System (BBCS) to file an application, submit a review form, or register a team. DO NOT open the BBCS in multiple Web browsers or the application/review form will be corrupted and will not be processed.
The BBCS will document and date stamp all activity within the system. In that regard, the system date for submission of applications and review forms cannot be disputed. All deadlines are Eastern Time. If additional information is requested by the certification staff and cannot be completed within the BBCS, it is the operator's responsibility to produce proof of a timely submission. Therefore, it is recommended that operators send all materials via traceable delivery (i.e., FedEx, UPS, DHL, certified mail, etc. - Note: there have been times that certified mail is deliver months after it was sent AND there is no guarantee that the signature card showing proof of delivery will return to you.). If the documents are sent via facsimile, please keep verification of the transmission.

The Division I Legislative Council approved one part of a plan aimed at cleaning up the recruiting environment in men’s basketball and will seek feedback from the membership on several companion proposals. One of the proposals out for comment is Proposal No. 2009-100, prohibiting an institution from holding nonscholastic basketball events on campus or in regularly used facilities. LEXIS NEXIS SITE UNAVAILABLE The LexisNexis Web site will not be available for individuals to apply for a participant approval until sometime in February. The LexisNexis site is made inactive between November and February to perform maintenance and make updates since the NCAA does not have any certified events during that time. Coaches and operator will have plenty of time once the Web site is made live to apply and be granted an approval prior to the deadline to file a spring event application or prior to the coach reporting to an event for participation.
PROCESSING OF SPRING APPLICATIONS Although spring applications may be processed prior to February 1, requests for additional information will not be sent prior to the launch of the LexisNexis Web site. Once the LexisNexis Web site is once again live, e-mail request will be sent and spring applications submitted can be processed to completion. The first set of event approvals will be posted at that time.
