Please note that NCAA Division I conferences must submit amendments not later than July 15. Legislative amendments must be submitted electronically through the Legislative Services Database for the Internet (LSDBi).
1. To access LSDBi, go to the NCAA Web site at www.ncaa.org.
2. Select "LSDBi" from the "Legislation and Governance" menu on the left side of the screen.
3. Log on using your institutional username and the password. [Note: This is the same username and password used to submit the NCAA Sports Sponsorship and Institutional Demographic Forms.]
4. Select "Division I Proposals."
5. Select "Amendment Submission" under the Forms section.
6. Step-by-step instructions on proposal entry can be accessed by selecting the "Resources" tab and then "LSDBi Help" under the "LSDBi Instructions" section. Select "Division I Proposal Entry" to go directly to the instructions.
The following procedures should be observed:
1. The deadline for submitting legislative amendments is not later than 5 p.m. Eastern time, July 15.
2. A clear and concise statement of intent must be provided, stating what the proposed amendment is designed to accomplish. Further, a clear statement of rationale should accompany the proposal. [Note: As required by the NCAA Division I Board of Directors, all rationale statements must note any fiscal impact to the Association or institutions or both, and whether the proposal impacts the time commitment of student-athletes (e.g., lengthening the playing and practice season).]
3. The submission should identify the specific legislative provision(s) to be amended, based on the 2008-09 NCAA Division I Manual.
The NCAA staff will refine the proposals as needed before forwarding them to the appropriate cabinet or committee for review prior to the October 2009 Legislative Council meeting. The proposals also will be posted for review on LSDBi and the NCAA Web site by August 15. Enclosed is a copy of the 2009-10 legislative calendar (Attachment).
