The 2014 NCAA Convention Division III Second Publication of Proposed Legislation (SPOPL) will be available through the NCAA website at www.ncaa.org not later than September 23. The SPOPL presents all NCAA Division III proposed amendments to NCAA legislation that were properly submitted in accordance with the July 15 and September 1 deadlines in the NCAA legislative calendar.
The SPOPL is not mailed to NCAA Division III institutions. The online version of the SPOPL continues to contain all the information of the former hard-copy version and can be printed from your computer in the traditional format. The SPOPL is produced directly from the Legislative Services Database for the Internet (LSDBi) each time it is downloaded. Therefore, the content of the publication may change each time it is accessed from the NCAA web page. As modifications or corrections are made to proposals during the sponsor-modification period, updates will be made to LSDBi and those changes will be reflected in this document.
No new proposals may be submitted by the Division III membership for the 2014 NCAA Convention inasmuch as the July 15 and September 1 deadlines have passed. Member institutions and conferences, as well as the NCAA Division III Presidents Council and the NCAA Division III Management Council, now have until November 1 to submit amendments to these proposals. In addition, member institutions and conferences, as well as the Presidents Council and Management Council, now have until November 1 to submit a resolution. (See DIII Resolution Procedures document.) These amendments-to-amendments and resolutions, if sponsored properly, will be considered at the 2014 Convention to be held January 15-18 in San Diego, California.
Members are reminded of the amendment-to-amendment and resolution procedures set forth in NCAA Constitution 5 of the 2013-14 NCAA Division III Manual. In particular, please note that the deadline for the submission of amendments-to-amendments and resolutions is not later than 5 p.m. Eastern time November 1.
Amendments-to-amendments and resolutions from recent Conventions will provide you with examples of the desired format.
As a service to the membership, the NCAA staff and the NCAA Division III Interpretations and Legislation Committee may edit amendments-to-amendments and resolutions for clarity and will communicate with legislative sponsors as necessary.
