The 2014 NCAA Convention Division II Second Publication of Proposed Legislation (SPOPL) will be available through the NCAA website at www.ncaa.org September 23. The SPOPL contains all proposed amendments to NCAA Division II legislation that were properly submitted in accordance with the July 15 and September 1 deadlines in the NCAA legislative calendar.
The SPOPL is not mailed to Division II institutions. The SPOPL is produced directly from the Legislative Services Database for the Internet (LSDBi) each time it is downloaded. Therefore, the content of the publication may change each time it is accessed from the NCAA Web page. As modifications or corrections are made to proposals during the amendment-to-amendment period, updates will be made to LSDBi and those changes will be reflected in the SPOPL.
No new proposals may be submitted by the Division II membership for the 2014 NCAA Convention inasmuch as the July 15 and September 1 deadlines have passed. Member institutions and conferences, as well as the NCAA Division II Presidents Council, now have until November 1 to submit amendments to these proposals. (See document entitled "Procedures for Sponsoring Amendment-to-Amendments")
In addition, member institutions and conferences, as well as the Presidents Council, now have until November 1 to submit a resolution. (See document entitled "Procedures for Sponsoring Resolutions.") These amendments-to-amendments and resolutions, if sponsored properly, will be considered at the 2014 Convention to be held January 15-18 in San Diego, California.
Members are reminded of the amendment-to-amendment and resolution procedures set forth in NCAA Constitution 5 of the 2013-14 NCAA Division II Manual. In particular, please note that the deadline for the submission of amendments-to-amendments and resolutions is 5 p.m. Eastern time November 1.
As a service to the membership, the NCAA staff and the NCAA Division II Legislation Committee may edit amendments-to-amendments and resolutions for clarity and will communicate with legislative sponsors as necessary.
Any questions regarding legislative procedures, the amendment-to-amendment or the resolution processes should be referred to Amanda Conklin or Karen Wolf at the NCAA national office (317/917-6222).
