Once the institution has determined that a violation has occurred, it should determine whether the violation affects the eligibility of a prospective(s) or enrolled student-athlete(s). If the violation affects eligibility, the institution shall declare the prospective student-athlete or student-athlete ineligible and decide whether to request reinstatement of the prospective student-athlete or student-athlete's eligibility. If the institution decides to seek reinstatement, all interpretive issues and disputes of fact must be resolved prior to submitting a reinstatement request through Requests/Self-Reports Online (RSRO). All information pursuant to the reinstatement request must be uploaded to RSRO.
Information that is marked as “to be faxed” in RSRO will render the waiver incomplete until all faxes have been received and uploaded. Faxing information will result in a delay in case processing.
Faxes must be sent individually to 317/917-6736, with question specific cover sheets attached. Faxing documents for multiple questions in one fax will result in further case processing delay.
Once all necessary and relevant information is received, under the authority granted in NCAA Bylaw 14.11 and 14.12, the director of student-athlete reinstatement and reinstatement representatives will render a decision based on case precedent and applicable committee guidelines on behalf of the NCAA committee responsible for student-athlete reinstatement. The student-athlete reinstatement staff will then forward the reinstatement request to the NCAA vice-president for enforcement services, who will process institutional violations and issues once all reinstatement issues have been handled.
If the institution believes the reinstatement staff’s decision was erroneous, an institution may appeal the decision to the NCAA Committee on Student-Athlete Reinstatement for its division. The appeal must be requested through RSRO in the withdraw/reconsideration/appeal tab within 30 days from the time the student-athlete reinstatement staff member posts the decision in RSRO. After 30 days, the case is automatically closed.
