Division II provides flexibility in virtual recruiting, other items

The Division II Administrative Committee approves waivers involving virtual recruiting, committed student-athletes and transcript requirements

The Division II Administrative Committee on Wednesday took action to permit flexibility around student-athlete involvement in virtual recruiting, committed prospective student-athletes’ participation in team meetings and transcript requirements amid the ongoing COVID-19 public health crisis.

In a teleconference, the committee voted to issue a blanket waiver to permit student-athletes to be involved in recruiting correspondence (such as phone calls or videoconferences) at the direction of a coaching staff member with prospective high school student-athletes graduating in 2020 during the dead period in place through at least May 31.

This blanket waiver also applies to recruiting correspondence with two-year college prospective student-athletes transferring for the fall of 2020 and four-year college transfers who have been granted permission to contact.

The committee also voted to issue a blanket waiver to permit committed prospective student-athletes (those who have signed a National Letter of Intent or the institution’s written offer of admission and/or financial aid, or for whom the institution has received a financial deposit in response to its offer of admission) to participate in virtual team meetings that do not involve physical activity.

Additionally, the committee voted to allow prospective student-athletes to provide a grade report or some form of academic record in the event an unofficial transcript is unavailable before issuance of a National Letter of Intent or written offer of athletics aid. If a grade report is unavailable, a school can submit a waiver for review on a case-by-case basis.

The Administrative Committee is made up of the chairs and vice chairs of the Division II Presidents Council and Management Council and one additional member of the Presidents Council. The committee is tasked with handling important Division II business in between quarterly meetings of the Presidents Council. It will meet next by teleconference April 22 to continue discussions and take further action as necessary in response to COVID-19 impacts.
