Presidents Council approves elections, extends strategic plan

The Division II Presidents Council on Wednesday sponsored three proposals in legislative form related to the division’s infractions process for the 2022 NCAA Convention. The Division II legislative proposals that will be voted on at the virtual 2021 Convention were sponsored at previous governance meetings. 

The proposals for the 2022 Convention include enhancement tools to facilitate cooperation during an investigation and clarify acceptable use of imported facts. Importation would expressly allow the Committee on Infractions to accept facts established in outside proceedings, such as court cases. One proposal would establish a negotiated resolution process, similar to that of Division I’s.

The three proposals were put forward by the Division II Enforcement and Infractions Task Force, which was created to study the recent changes made to the Division I infractions process and to recommend ways to enhance Division II’s process. The task force is expected to complete its work in summer 2021.

Council Elections

The Presidents Council also re-elected Sandra Jordan, chancellor at South Carolina Aiken, as its chair. Jordan will serve another term as chair of the Presidents Council starting after the 2021 NCAA Convention on Jan. 12-15. With her re-election, she also will continue to serve as a member of the NCAA Board of Governors and chair the Division II Administrative Committee, among other duties. 

Additionally, the Presidents Council approved the election of three new members and a new chair, Pittsburg State Athletics Director Jim Johnson, to the Division II Management Council. Johnson will serve a one-year term in the role. The elected members are Marcus Clarke, senior associate commissioner for internal operations and business administration for the Central Intercollegiate Athletic Association; Danny McCabe, director of athletics at Adelphi; and Jackie Wallgren, senior woman administrator at Colorado State-Pueblo. They will serve four-year terms. All of the Management Council appointees will begin their terms after the 2021 Convention.  

Division II Strategic Plan 

The Presidents Council also extended the division’s current strategic plan through 2023 and approved a timeline to develop a new one by 2024. Targeting development of a new plan by 2024 aligns procedurally with the next Division II Membership Census, which launches in 2022, and the beginning of the next phase of the NCAA’s broadcast agreement with CBS/Turner, which runs from 2025 to 2032.
